According to an insider, the gated development was originally permitted for 165 villas but illegally expanded to 210 units without proper permits from construction and commerce authorities. Only about 15 units were sold to Cambodian buyers, while nearly 200 villas were rented or sold at inflated prices—some reaching $670,000—mainly to Chinese nationals. Multiple vacant villas were equipped with more than 20 surveillance cameras each, suspected of serving as monitoring posts, alongside allegations of illicit drug use near Road 10.
