In a documentary co-produced by China's Ministry of Public Security and CCTV detailing the crackdown on telecom fraud in northern Myanmar, Bai Yingcang, a core figure of Kokang's Bai family syndicate, appeared on camera before his execution. Reflecting on the rampant criminal ecosystem, he remarked that a toxic culture had taken hold locally, where anyone not involved in telecom fraud was viewed as doing nothing worthwhile.

As the second son of former Kokang leader Bai Suocheng, Bai once served as head of the local militia and deputy director of the finance bureau, using his armed authority to establish multiple major scam compounds. His death sentence was carried out following the sweeping crackdowns that dismantled the cross-border syndicates.
