In the early hours of October 2, Timor-Leste’s National Police Commercial Crime Investigation Department (PCIC) raided a telecom fraud operation based at the Sola Hotel in the Becora area of Dili. Police arrested 16 foreign suspects—including seven Japanese, six Chinese, two Taiwanese, and one Cambodian national—after chasing down two who attempted to flee.
Investigators found the group was targeting Japanese citizens by impersonating Japanese police officers. Officers seized an array of equipment, including Starlink terminals, laptops, mobile phones, vehicles, as well as fake Japanese police uniforms, hats, official-looking banners, and radio equipment used to stage the scam calls. All suspects remain in custody pending ongoing investigations.
