The incident took place around 4:00 AM on October 2 at a shop in the Tonle Bassac commune, Chamkar Mon district. The suspect entered the shop pretending to browse for tea and engaged the owner in conversation. The moment the owner's attention was diverted, he grabbed a mobile phone from the counter and bolted from the scene.

The owner quickly noticed the missing phone and alerted the authorities. Local gendarmerie forces tracked down the suspect based on nearby leads and caught him shortly after. With ongoing enforcement crackdowns sweeping through compounds across the city, more displaced individuals are apparently resorting to petty street crime out of desperation.
