China's National Immigration Administration reported on October 20 that during the third quarter of 2026, authorities detained more than 12,000 suspects in illegal border-crossing and related crimes. Law enforcement investigated 4,432 cases of border control violations, dismantled 100 major criminal syndicates, and placed 66 high-profile cases under direct supervision. Targets primarily centered on organizing Chinese nationals to smuggle out of the country for telecom fraud, alongside smuggling foreign nationals into China for illegal employment. In addition, ports and border areas nationwide cracked 110 drug cases in the quarter, arresting 123 suspects and seizing 1.88 tons of drugs, including 21 cases involving more than 10 kilograms each; police also seized 402 firearms and more than 13,000 rounds of ammunition.

The administration has also launched a new round of its "Snake Catching" manhunt, focused on tracking down the leaders and key members of smuggling rings, while cracking down on border areas, illegal immigration brokers and other priority sectors, and stepping up cross-border law-enforcement cooperation. This may mean more pressure on the brokers and guides who organize illegal exits.

For Chinese in Southeast Asia, offers of "high pay, no experience needed" that require leaving China outside official border checkpoints deserve extra caution: illegal exit is itself an offense, and anyone drawn into telecom fraud may face far heavier criminal liability.
