On October 19, the Vientiane Department of Culture and Tourism issued Official Notice No. 1455, taking effect immediately. The directive imposes strict operating limits across dining and entertainment sectors. All restaurants and eateries across the capital must cease business, cut off music, and stop generating noise by 23:30 every day. Meanwhile, designated venues across seven entertainment categories must completely wrap up all operations, live band performances, and music playback by midnight 00:00.

Age restrictions are also being tightened. Citing Article 28 and 29 of the Entertainment Business Management Decree No. 315 from October 2, 2017, all entertainment venues are strictly prohibited from admitting patrons under the age of 18. Operators are now required to check national ID cards, household registration books, or other valid identification to verify every customer's age before offering entry or service.

A strict three-tier penalty system has been laid out for non-compliance. First-time offenders will face official reprimands, fines, and formal written warnings. A second violation brings further fines alongside a mandatory 30-day suspension of operations. A third offense will result in authorities petitioning to revoke the venue's operating license, closing the business permanently. The municipal department plans to coordinate with culture offices across all nine districts in Vientiane to carry out routine inspections and spot checks.

The regulatory shift may put considerable pressure on local nightlife operators, including Chinese investors running bars and KTV lounges, as prime operating hours are cut short. For tourists and local patrons, carrying valid identification is now a necessity, and businesses will need to adjust swiftly to avoid running afoul of the new enforcement push.
