In its latest Trafficking in Persons report, the US State Department kept Cambodia on Tier 3 for the fifth consecutive year, criticizing its anti-trafficking efforts. Crucially, the report accused certain officials of providing protection to scam compounds or directly profiting from their operations.
Responding to the findings, Chou Bun Eng, Secretary of State of the Ministry of Interior, stated that the report fails to fairly reflect Cambodia's genuine efforts. However, she candidly admitted that "not all allegations are wrong, but not all are right either." While confirming that some officials have indeed been involved, she emphasized that several claims remain unverified, warning that inaccurate accusations mislead the public and demoralize frontline law enforcement.
This rare acknowledgment of official involvement highlights the mounting international pressure surrounding scam hubs. Since mid-2025, Cambodia has conducted nationwide anti-scam operations, shutting down illicit centers, refining laws, tightening border controls, and initiating legal proceedings against implicated officials. Efforts are also underway with foreign governments to repatriate victims and address concerns over selective enforcement.
Remaining on Tier 3 could expose Cambodia to foreign assistance restrictions. As authorities openly address compromised officials, enforcement on the ground may intensify, meaning Chinese nationals and businesses in Cambodia may want to watch closely for further regulatory ripples.
