Speaking at the 7th CICA Summit in Baku, Azerbaijan, Cambodian Prime Minister Hun Manet emphasized that tackling transnational cyber fraud remains an urgent priority. He pointed out that rapid digitalization has made cross-border criminal operations far more sophisticated, meaning no single country can handle the threat alone. Cambodia, he noted, backs deeper intelligence sharing, coordinated law enforcement, and capacity building in cybersecurity.
However, he explicitly set a prerequisite: operations must respect national sovereignty and international law. The focus, he argued, should stay strictly on pragmatic cooperation rather than turning anti-crime initiatives into an arena for geopolitical competition. He also cited Cambodia's hosting of earlier international anti-scam forums and the Phnom Penh Declaration as proof of the kingdom's intent.
The subtext here is quite clear. Over recent years, industrial scam parks and illicit financial flows have brought immense international scrutiny upon Cambodia, often becoming leverage in broader diplomatic friction. For ordinary Chinese nationals doing business in the country, multilateral crackdowns will likely become regularized, though local sovereignty concerns will continue to dictate the actual pace and scope of enforcement on the ground.
