On October 14, Hong Kong police announced the bust of a cross-border fraud and money laundering syndicate targeting overseas Chinese students. Four men and one woman, aged between 27 and 40, were arrested in connection with the scheme, involving roughly HK$1.34 million. The syndicate impersonated mainland Chinese police officers, falsely claiming the student was implicated in a money laundering case and demanding they travel to Hong Kong to prove their innocence by purchasing luxury watches as bail.
One Chinese student arrived in Hong Kong in early October and, under the scammers' detailed instructions, visited multiple watch shops to purchase luxury timepieces valued at HK$1.34 million, handing them all over to the syndicate. Investigators found that certain watch shop employees were allegedly in collusion: the fraudsters contacted staff in advance to facilitate the purchases, then quickly resold the watches to other dealers at a 10 percent discount to cash out. The victim eventually realized it was a scam and filed a police report.
On October 12, officers set up an ambush when the syndicate scheduled another meet-up with the victim, intercepting one suspect on the spot. Follow-up operations led to the arrest of three additional syndicate members and one complicit watch shop staff member, recovering two watches. Exhibited items at the Yau Tsim Police District press briefing were labeled Conspiracy to Defraud. All five individuals have been formally charged, with a court appearance scheduled for October 15 at Kowloon City Magistrates' Courts, while further arrests have not been ruled out.
Traditional impersonation schemes usually demand online transfers to so-called safe accounts, which often trigger bank anti-money laundering alerts; forcing victims to purchase luxury goods in person provides a quick off-ramp for laundering stolen funds. Overseas students and expatriates should remember that mainland authorities never demand cross-border travel or bail payments over the phone to clear one's name, and any such call should be hung up immediately.
