An undercover investigation broadcast by Al Jazeera revealed the inner workings of the Dara Sakor Long Bay project in Cambodia's Koh Kong Province. Posing as Philippine gaming operators seeking office space, journalists gained entry into the compound. Project partners disclosed that Phase 1 alone houses over 6,000 workers secured by around 300 guards. One developer revealed that all 10 of his seven-story office blocks are fully rented, with single floors accommodating up to 1,200 people.
The operation is essentially a commercial real estate machine fueled by grey-market tenants. Investors acquire land and build fortified facilities, making steady profits from rents, property management, and captive internal businesses including cafeterias, supermarkets, cafes, and entertainment venues. Strict movement controls keep many workers confined inside, while private lounges within the compound are suspected of hosting illicit drug and sex trade activities.
At the center of Long Bay is Cambodian businessman Deng Pibing and Zhengheng Group. In December 2023, the British government sanctioned Zhengheng Group and froze its assets, citing human trafficking, forced labor, and cyber fraud operating within its premises.
With Cambodian authorities ramping up enforcement against scam operations, Long Bay has undergone repeated raids, prompting multiple management rings to flee the country. Middlemen revealed that Deng was also advised to depart earlier this year, signaling that the high-yield bubble built on enclosed compounds is running out of road.
