On September 21, Cambodian officials took a large group of journalists out to Prey Veng province to visit the Mang Chi Commercial Center, a place widely known among Chinese expats as "Park 8." Sprawling across 120 hectares, the site looks almost like a small city—and was long notorious as a major cyber-scam hub.
According to official figures, construction began in 2023. By 2024, over 7,000 foreign nationals were working on-site, and by 2025, that number had swelled to nearly 20,000, mostly from China, Pakistan, India, and Nepal. From the air, the sheer scale of the place is striking, packed dense with buildings.
The compound’s fortunes shifted sharply in October 2025, when Prince Group founder Chen Zhi came under investigation, had his Cambodian citizenship revoked, and was deported to China. After his arrest, the workforce inside the park gradually trickled away. Police later confirmed the complex was owned by Prince Group, adding that site manager Ying Solin has been arrested while other suspects remain at large.
