No beating around the bush. At noon on September 5, at a border crossing, the Menggu County Police Bureau of the First Special Region of the Union of Myanmar handed over a group of Chinese nationals who had violated the law, along with items, to the Public Security Bureau of Ruili City, Dehong, Yunnan.
A total of 16 people were handed over this time. The materials state clearly that the relevant departments on both sides first carried out communication and coordination, after which the Menggu County Police Bureau, in accordance with the arrangements, handed over the individuals and related items in a unified transfer.
Also handed over together were office and communications equipment such as computers and mobile phones. The people were not handed over alone; the items were also checked and transferred together.
Leading the team was Zhang Lüfa, deputy county magistrate of the Menggu County People’s Government and concurrently director of the Police Bureau. The handover took place at Boundary Marker No. 27 in Mangjie, Zaotanghe Township, Menggu District, where the transfer was completed on the spot with relevant personnel from the Ruili City Public Security Bureau.
This area borders the frontier, and many matters are handled right at the crossing or by the boundary markers. It sounds rigid, but the scene is actually very straightforward: people, items, and procedures, matched up one by one. In handling this kind of cross-border coordination, the local emphasis is simply on smooth communication and steady handover.
