The operation kicked off late on September 22 near Koh Russei, where maritime patrols and special forces intercepted suspects who tossed large batches of narcotics into the sea before being captured. Officers detained two men aboard, seizing firearms and drugs, before tracking down five accomplices along a nearby beach later that night. A local fisherman also recovered three floating sacks of suspected crystal narcotics the following morning.

Follow-up raids across Sihanoukville and Phnom Penh netted two more suspects, including one arrested near the Two Lions landmark on October 3. Sihanoukville authorities have prepared case files against all nine suspects and transferred them, along with seized drugs and weapons, to the judicial system.
