The mayor declared all 50 districts as flood zones after 48 hours of heavy rain caused severe flooding and traffic disruption.

Schools are opened as shelters, and efforts to drain water and distribute sandbags are underway. Meteorologists warn of more heavy rains and risks of flash floods and landslides.
