Aside from the casinos, he teamed up with Huione's Western region boss to develop massive compounds. From the old White Sand to Golden City, at his peak he reportedly controlled a property empire with around 50,000 people under him. He rolled around in a convoy of four Rolls-Royces surrounded by bodyguards, living large with serious swagger.
He wasn't just doing offline operations; he was also running Chinese Ponzi schemes. Just one of his platforms raked in over 3 billion RMB, and back then, every money-laundering channel in Cambodia orbited around him. Local rumor has it that he used to drop 5 million USD a month just greasing wheels and paying off officials. When the heat started turning up, he allegedly shelled out tens of millions of dollars to get high-ranking officials to sit on his passport files and block his extradition to China. It’s been the talk of the town, though other sources say he’s already skipped town for Hong Kong.
